What the consumer price index is, in plain English

The Consumer Price Index, or CPI, is the Bureau of Labor Statistics’ measure of how the prices that urban consumers pay for a basket of goods and services change over time. It is published as an index. The index is set to a round base value in a base period, so a higher level means a higher price level than in that period.

Core CPI leaves out food and energy, whose prices swing the most from month to month. Many analysts read core alongside the all-items index to see the underlying trend.

The annual inflation rate that news reports quote is the percent change between two index levels. This paper does not compute it. The Bureau of Labor Statistics prints it in each release, and the index levels on this page are what that rate is built from.

Index level
The published value of the index in a month. It has no unit of its own.
All items
Every category the Bureau tracks, including food and energy.
Core
All items less food and energy.
Seasonally adjusted
Smoothed for regular seasonal patterns, which is how this series is published.

It is the Consumer Price Index, the Bureau of Labor Statistics’ measure of price changes paid by urban consumers for a basket of goods and services.

Is the CPI the same as the inflation rate?

No. The CPI is an index level. The inflation rate is the percent change in that level over a period. This paper prints the index as published and leaves the percent change to the Bureau.

Does the Fed target the CPI?

The Federal Open Market Committee states its longer-run inflation goal in terms of the PCE price index, not the CPI. See the PCE inflation page on this site.

How often does the CPI update?

Monthly. Each release covers the month before. The period for the latest print is shown beside the figure.
